The scientific and practical journal “National Interests of Ukraine” (Issue No. 5(10), 2025) has published a comprehensive study titled “Features of Administration of the Mobilization Preparation System.” Among the authors is Mykhailo Vasyliovych Odukha, PhD in Law, a research fellow at the Research Institute of Maritime and Space Law, who represented the Institute in the team of authors.
The article was co-authored by leading scholars from the Vadym Hetman Kyiv National Economic University – Professors and Doctors of Law Oksana Volodymyrivna Kuzmenko and Viktoriia Hryhorivna Chorna.
Relevance of the Study
The article examines the administrative and legal instruments that ensure the effective functioning of Ukraine’s mobilization preparedness system during martial law. The authors address key issues such as fragmented regulatory frameworks, the absence of a unified model of cooperation between military and civilian structures, and the shortage of human and logistical resources. The study emphasizes the need for a conceptual reassessment of mobilization administration as a subject of public governance.
The researchers propose a systematic approach to mobilization planning and management, including:
development of a multi-level legal framework;
engagement of academic institutions in methodological support and planning;
definition of operating conditions for public administration bodies under martial law;
creation of mobilization plans and contingency scenarios;
improvement of logistics and digital coordination mechanisms.
This research makes a significant contribution to the development of public administration theory and practice in the national security domain and supports the modernization of Ukraine’s mobilization policy in the context of hybrid threats.
