A scientific article prepared within the framework of a joint research project by scholars from Petro Mohyla Black Sea National University, the Research Institute of Maritime and Space Law, and the Open International University of Human Development “Ukraine” was published in the Legal Scientific Electronic Journal (Issue No. 1, 2025). The result of this collaboration is the article titled “Administrative and Legal Regulation of Air Transport in Greece: Comparative Analysis with Ukraine”, co-authored by Prof. I.Ye. Pidberezniak, Prof. and Director of the Institute A.A. Ivanyshchuk, and Associate Prof. S.V. Seriuk.

The article presents a comparative analysis of the system of administrative regulation of the aviation sector in Greece, which is deeply integrated into the European legal space, and the current regulatory model in Ukraine. The research focuses on five key criteria: legal sources, methods of influence, implementation forms, levels of regulation, and the organizational structure of the industry. Special attention is given to the role of the Hellenic Civil Aviation Authority (HCAA), which implements European standards in safety, certification, airport oversight, and public interest protection.

The authors analyze regulatory and institutional approaches, ethical principles, transparency standards, and public administration mechanisms in the aviation sector. The article proposes specific recommendations for adapting elements of the Greek model to Ukrainian conditions, particularly in terms of public oversight, legislative efficiency, and institutional integration into the European legal environment.

The publication has been accepted in an officially recognized Ukrainian legal academic journal, approved by the Ministry of Education and Science of Ukraine. This allows the results of the study to be used in academic and policy-making processes, especially in the field of transport regulation.
