Memorandum of Cooperation with Kherson State Maritime Academy

In June 2025, an important document was signed — a Memorandum of Cooperation between the Scientific and Research Institute of Maritime and Space Law and the Kherson State Maritime Academy. This marks the beginning of a strategic partnership between two authoritative institutions working in the fields of education, science, law, innovation, and expert activities.
The memorandum was signed by the Director of the Institute, Doctor of Law, Professor Andrii Ivanyshchuk, and the Rector of KSMA, Candidate of Technical Sciences, Professor Viktor Husev.
What does the memorandum include?
The signed document opens wide opportunities for uniting scientific potential, expert knowledge, and educational initiatives. In particular, the parties agreed on:
– Joint fundamental and applied research in maritime, space, legal, and technical fields;
– Joint expert activity — preparation of conclusions, legal positions, and analytical materials;
– Participation in specialized academic councils, editorial boards, and accreditation commissions;
– Publication of scientific works, methodological materials, and legislative commentaries;
– Organizing conferences, debates, schools for young scientists, and legal research competitions;
– Personnel training, internships for teachers, postgraduate students, and students;
– Joint participation in national and international grant programs and academic exchanges;
– Involvement of experts and consultants, creation of joint platforms for knowledge exchange.
Legal Framework and Validity
The memorandum is concluded for a period of five years, with the possibility of extension by mutual consent. The document does not create financial or legal obligations but serves as a clear declaration of intent for cooperation, joint development, and strengthening expert influence in the field.
Comment from the Institute

“We are convinced that cooperation with the Kherson State Maritime Academy will not only promote the development of the scientific and educational space but also strengthen Ukraine’s institutional capacity in the maritime and space sectors. This partnership is an example of effective integration of science, practice, and public policy,” — said Professor Andrii Ivanyshchuk, Director of the Institute.
