
A scholarly article titled “Public Administration of Air Transport: A Comparative Analysis of Turkey and Ukraine” was published in Issue No. 4, 2024 of the peer-reviewed journal Law and Public Administration. The journal is included in the List of Scientific Professional Publications of Ukraine (Category B) in the field of legal sciences.
The authors — Andrii Ivanyshchuk (Doctor of Law, Professor, and Director of the Scientific Research Institute of Maritime and Space Law), I. Ye. Pidbereznykh, and Ye. V. Serdiuk — explore and compare the models of public administration in the aviation sector in Turkey and Ukraine.

The research highlights that Turkey has achieved a high standard in aviation governance due to consistent reforms, strong institutional frameworks, and clear state policies. In contrast, Ukraine still faces critical challenges: underfunding, fragmented regulatory systems, and a lack of digitalization in administrative processes.
Importantly, the authors do not merely diagnose these issues — they propose actionable solutions. These include adapting Turkish best practices to the Ukrainian context, developing public-private partnership models, and reinforcing institutional capacity and legal regulation.
This publication serves as another example of the targeted academic work undertaken by our Institute. It contributes to shaping a solid analytical foundation for strategic decision-making in the governance of critical infrastructure sectors.
