
In May 2025, a strategically important document — a Memorandum of Cooperation — was signed in Kyiv between the Scientific Research Institute of Maritime and Space Law and the Private Educational Institution “Kherson Institute of Economics and Law.” The document was signed by the Director of the Institute, Doctor of Law, Professor Andriy Ivanyshchuk, and the Rector of the partner institution, PhD in Economics, Associate Professor Olena Pokotyolova.
This event marks not just a formal agreement, but a real step toward uniting the efforts of two powerful institutions in the fields of science, education, analytics, and legal expertise. The memorandum clearly defines key areas of cooperation — from joint research and expert evaluations to participation in legislative initiatives, academic conferences, grant programs, and joint publications.
A Synergy of Knowledge and Expertise
The Parties have agreed to conduct joint fundamental and applied research on topical issues in the fields of humanities, law, technology, management, and social sciences. Active cooperation is also expected in the preparation of analytical materials, expert opinions, and legal positions upon the request of government bodies, businesses, and public organizations.
The memorandum also envisions the creation of joint research groups, the implementation of joint scientific and engineering projects, the development of educational programs, certification courses, and participation in external quality assurance procedures in education.
A Forward-Looking Partnership
The signed Memorandum is valid for five years and may be extended by mutual agreement. While it does not impose any financial obligations, it establishes a solid foundation for deep institutional cooperation. Any issues that arise in the course of implementation will be resolved through negotiation between the Parties.
