The Scientific Institute of Maritime and Space Law continues its strategic course of integrating advanced academic developments into applied research activities. This time, the spotlight is on infrastructure — a key element of national security, economic resilience, and Ukraine’s digital transformation.
Following the decision of the expert commission, the dissertation research of Vitalii Plavshuda titled “Public Administration of Infrastructure in Ukraine”, completed for the academic degree of Candidate of Legal Sciences (Specialty 12.00.07 — Administrative Law and Procedure; Financial Law; Information Law), has been officially incorporated into the Institute’s scientific agenda. The research focuses on transforming administrative and legal approaches to managing strategic infrastructure sectors — maritime, transport, digital, and defense.
The dissertation materials are actively being used in the Institute’s scientific work, including the preparation of expert reports, academic publications, and collective monographs. Notably, the concept of public administration underpins responses to emerging challenges — both geopolitical and institutional.
The approaches proposed by the author not only enable an understanding of the current state of infrastructure but also outline its potential for modernization based on democratic principles, digital transformation, and security considerations.
This step further confirms the Scientific Institute of Maritime and Space Law’s role as an active platform for the transfer of academic knowledge into public policy, law, and strategic management.
