The scientific community has been presented with the dissertation abstract by Maksym Lymar titled: “Public Administration of Professional Training in the National Police of Ukraine”, submitted for the degree of Candidate of Legal Sciences in specialty 12.00.07 – Administrative Law and Procedure; Financial Law; Information Law.
The relevance of the study lies in the urgent need to improve the professional training system for police officers during wartime, as well as in addressing the challenges associated with Ukraine’s integration into the European legal space. The dissertation provides a thorough analysis of the administrative and legal foundations for organizing the educational process within the police system, examines European practices, and formulates proposals for introducing new training standards, particularly in emergency and wartime conditions.
In his review, the Director of the Research Institute of Maritime and Space Law, Professor, Doctor of Legal Sciences Andriy Ivanyshchuk, highly praised the scientific novelty, structure, and practical relevance of the research. In particular, he emphasized the importance of reforming the approach to police education, the introduction of a new specialty — “Police Activity”, and the implementation of simulation-based training methods.
The conclusion of the review states that, despite some debatable aspects, the abstract and dissertation fully meet the standards for scientific research, and the author deserves to be awarded the academic degree of Candidate of Legal Sciences.
