Graduated from the State Enterprise “Kyiv University of Law” with a Master’s degree in Law.
Author of the dissertation “Administrative and Legal Support of Notarial Activity in Ukraine” for the degree of Doctor of Juridical Sciences (specialty 12.00.07 — Administrative Law and Process; Financial Law; Information Law).

Professional Experience

• 2002–2010 — Legal Counsel in enterprises operating in the securities and energy sectors;
• 2006–2010 — Head of the Legal Department and Chief of the Legal Directorate at the Main Directorate of Municipal Property of the Kyiv City State Administration (Kyiv City Council);
• 2011–2014 — Assistant to a Private Notary;
• 2015–2018 — Head of a legal company (banking sector);
• Since 2018 — Private Notary of the Kyiv City Notarial District;
• 2024–2025 — Senior Research Fellow at the Research Institute of Public Law;
• Since November 2025 — Senior Research Fellow at the Research Institute of Maritime and Space Law.

Awards and Recognition

Twice awarded a Letter of Appreciation from the Kyiv City Mayor for professional achievements and contribution to the city’s legal system.
Recipient of the Honorary Diploma of the Union of Lawyers of Ukraine (2010).

Research Interests

Administrative law and notarial activity; digital transformation of notarial procedures; risks of informatization and artificial intelligence participation in notarial practice; ensuring legality and confidentiality of information.

Publications

Author of more than 20 scientific papers, including articles in peer-reviewed journals and conference proceedings.
Key publications address issues of administrative and legal regulation of notarial activity, guarantees of legality and confidentiality, and comparative studies of European experience in notarial law.
