Memorandum of Cooperation with the Kherson Institute of Economics and Law

The Research Institute of Maritime and Space Law has signed a Memorandum of Cooperation with the Private Educational Institution “Kherson Institute of Economics and Law” aimed at strengthening scientific, educational, and expert collaboration, as well as integrating academic, applied, and analytical resources of both institutions.

Parties to the Memorandum

Research Institute of Maritime and Space Law,
hereinafter referred to as “the Institute”,
represented by its Director, Chief Research Fellow, Doctor of Law, Professor
Andrii Anatoliiovych Ivanyshchuk,
acting on the basis of the Charter,

and

Private Educational Institution “Kherson Institute of Economics and Law”,
hereinafter referred to as “the Partner Institution”,
represented by its Rector, Candidate of Economic Sciences, Associate Professor
Olena Ihorivna Pokotylova,
acting on the basis of the Charter.

Subject and Purpose of Cooperation

The Memorandum establishes a framework for institutional cooperation in the fields of education, science, innovation, and expert activities, with the aim of:

  • integrating scientific, educational, applied, expert, and analytical resources;
  • enhancing the quality of scientific research and the educational process;
  • developing expert, analytical, and legal support for public decision-making;
  • strengthening the practical orientation of academic and professional training.

Key Areas of Cooperation

Within the framework of the Memorandum, the Parties have agreed to cooperate in the following main areas:

  • conducting joint fundamental and applied scientific research, including analytical, legal, humanitarian, technical, technological, managerial, and social studies;
  • joint implementation of expert activities, including preparation of expert opinions, analytical briefs, and legal positions on актуальні issues of social development at the request of public authorities, local self-government bodies, businesses, and civil society organizations;
  • institutional cooperation in the field of scientific expertise, including participation in expert councils, discussion platforms, specialized academic councils, and accreditation commissions;
  • improvement of the quality of scientific research and the educational process through involvement of lecturers, researchers, postgraduate students, and students in joint projects;
  • organization of joint public scientific and expert activities, including conferences, symposia, forums, round tables, legal debates, and legal education initiatives;
  • joint preparation of scientific publications, editions, educational and methodological materials, commentaries on legislation, and thematic digests;
  • participation in national and international grant programs, scientific platforms, and academic mobility schemes;
  • training and professional development of scientific and scientific-pedagogical staff, experts, and consultants through joint schools, seminars, courses, practicums, and certification programs.

Forms of Cooperation

Cooperation is implemented within the statutory powers of the Parties and in accordance with the legislation of Ukraine, including through:

  • conclusion of supplementary agreements to implement specific educational, scientific, expert, innovative, or legal initiatives;
  • establishment of joint research groups, expert centers, consortia, and research laboratories;
  • organization and conduct of joint research, development, and expert activities;
  • exchange of research results, publications, analytical materials, and library and digital resources.

Financial Terms

The Memorandum does not constitute a financial obligation and does not create legal obligations to finance specific projects.
Any financial matters related to the implementation of joint initiatives shall be regulated by separate agreements.

Term of the Memorandum

The Memorandum enters into force upon its signing by the Parties and remains valid for a period of five years, with the possibility of extension by mutual agreement.


This Memorandum represents an important step in expanding the partnership network of the Research Institute of Maritime and Space Law and is aimed at integrating science, education, and expert practice in response to contemporary societal and legal challenges.
