As part of strengthening strategic academic partnerships and enhancing inter-institutional cooperation, the Director of the Research Institute of Maritime and Space Law paid a working visit to Kherson State University, which is currently temporarily located in the city of Ivano-Frankivsk due to hostilities in Kherson caused by the armed aggression of the Russian Federation against Ukraine.






During the visit, the Rector of the University, Oleksandr Spivakovsky, personally conducted a guided tour of the university, presenting its educational and research infrastructure, the organization of the academic process, and management solutions that ensure the institution’s stable operation despite forced relocation. The high level of internal organization, academic culture, and strategic vision of the University’s development were particularly noted.
A key outcome of the meeting was the signing of a Cooperation Agreement between Kherson State University and the Research Institute of Maritime and Space Law. The Agreement was signed by Rector Oleksandr Spivakovsky on behalf of Kherson State University and Director Andriy Ivanyshchuk on behalf of the Research Institute of Maritime and Space Law.
The concluded Agreement establishes an institutional framework for long-term cooperation and provides for collaboration in educational, research-methodological, and scientific activities; implementation of joint educational and research programs; organization of conferences and academic seminars; internships and professional development of academic staff; as well as the promotion of academic mobility. Importantly, the Agreement does not impose financial obligations on the parties; any potential financial matters are to be regulated by separate agreements, in line with modern principles of flexible and project-based partnership.
The Research Institute of Maritime and Space Law expresses sincere gratitude to Rector Oleksandr Spivakovskyi and the entire team of Kherson State University for their hospitality, openness to constructive dialogue, and the high organizational level of the meeting. Despite the challenges of wartime, Kherson State University demonstrates resilience, strong institutional governance, and the capacity to remain a full-fledged center of education and research—an important signal for the Ukrainian academic community as a whole.
