By the order dated August 18, 2025, Roman Anatoliiovych Usenko has been appointed Senior Research Fellow at the Scientific Research Institute of Maritime and Space Law. Dr. Usenko is a Ph.D. in Law and a distinguished expert in the field of public administration and law-making activity.
Roman Usenko is a graduate of the Faculty of Law at Taras Shevchenko National University of Kyiv and a postgraduate of the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine. He has extensive experience both in academia and in senior positions within the system of public administration.
He has worked at the Institute of State and Law of the NAS of Ukraine, the Research Institute of Financial Law, the National Aviation University, and the National Institute for Strategic Studies. He also held high-ranking public offices — Deputy Head of the State Registration Service of Ukraine, Director of the Department of Constitutional, Administrative and Social Legislation of the Ministry of Justice of Ukraine, and Deputy Minister for the Reintegration of the Temporarily Occupied Territories of Ukraine.
As an expert, Dr. Usenko participated in drafting dozens of legislative and governmental acts, including the Law of Ukraine “On Law-Making Activity.” He is the author of numerous academic publications, textbooks, and a monograph, as well as a co-author of the expert report for the Annual Address of the President of Ukraine to the Verkhovna Rada.
The appointment of Roman Usenko represents a significant enhancement of the Institute’s scientific potential. His professional experience, expertise, and strategic vision will contribute to the further development of modern research areas in public administration, maritime, and space law.
