The Scientific Research Institute of Maritime and Space Law continues to actively integrate the latest academic developments of young scholars into its work. One of the recent examples is the implementation of research results by Illia Hryhorovych Burla, whose dissertation is titled “Public Administration of Housing Construction in Ukraine.”
According to the decision of the Institute’s Commission, the dissertation research — submitted for the degree of Doctor of Philosophy in Law — demonstrated a high theoretical level and significant practical relevance. Its findings have become part of the Institute’s scientific projects dedicated to improving public administration in Ukraine, regulating infrastructure development, and aligning Ukrainian governance standards with European best practices.
In particular, Illia Burla’s research results have been applied in the following areas of the Institute’s work:
- analysis of the legal framework for public administration in the field of construction;
- study of the digitalization of permitting procedures in housing construction;
- development of concepts for harmonizing Ukrainian legislation with European standards of good governance;
- preparation of scientific recommendations for improving the efficiency of public administration in Ukraine’s reconstruction processes.
These research results have made a valuable contribution to the development of both theoretical and practical aspects of administrative and legal regulation of the construction sector and the legal framework for Ukraine’s infrastructure recovery.

In this way, the Scientific Research Institute of Maritime and Space Law continues to build a platform for integrating innovative ideas from young researchers into the practical activities of state institutions, thereby reinforcing the scientific foundations of Ukraine’s reconstruction and modernization.
