Meeting of the Supervisory Board of the Institute of Maritime and Space Law: Financial Benchmarks and Strategic Development Priorities for 2026


On 22 October 2025, the Supervisory Board of the Scientific Research Institute of Maritime and Space Law held its regular meeting. The session took place in a hybrid format — in Kyiv and via Zoom — enabling the prompt involvement of all participants and ensuring a quorum.


Current Status of Scientific and Organisational Activities
The Director of the Institute presented a comprehensive report on the implementation of the scientific activity plan, international cooperation, preparation of publications, and participation of researchers in conferences. Particular emphasis was placed on strengthening the organisational resilience of the Institute and further developing its scientific ecosystem.


The Supervisory Board unanimously took note of the information.
Financial Strategy for 2026: New Operational Framework
A key agenda item was the discussion and approval of approaches to attracting extra-budgetary funding for the Institute’s statutory activities in 2026.
Director Andrii Ivanyshchuk presented a model of the planned financial benchmark aimed at attracting grant-based and voluntary financial support used for the development of the material and technical base and the implementation of research projects.
In his presentation, the Director emphasised that this model:
encourages research staff to engage in grant competitions, partnership programmes, and fundraising initiatives;
creates a transparent system of financial planning and forecasting;
enhances the autonomy and competitiveness of the Institute;
fosters a culture of scientific responsibility and ensures ongoing infrastructure modernisation.
Members of the Supervisory Board supported the proposed concept, noting its alignment with contemporary governance models of independent research institutions and the principles of Ukrainian legislation.


Commemorative Initiative: Conference in Memory of Serhii Didenko
Under the “Miscellaneous” section, the Supervisory Board reviewed the preparation for the upcoming meeting of the Academic Council and the initiative to organise, on 14 November 2026, a scientific and practical conference jointly with the Academy of Administrative and Legal Sciences, dedicated to the memory of the Institute’s co-founder, Serhii Didenko.
The initiative was unanimously approved, with the Director tasked with organising and conducting the event.
The Institute of Maritime and Space Law continues to move confidently along its strategic trajectory — strengthening financial sustainability, advancing its scientific school, and honouring the individuals who stood at the origins of its establishment.
