Principles for Ensuring the Safety and Environmental Sustainability of Freight Transport in Ukraine

Safety and Environmental Sustainability — the Foundation of Modern Transport Development

In their article, Ivanyshchuk A. A., Pidbereznykh I. Ye., and Serdiuk Ye. V. conduct a comprehensive scientific analysis of the key principles that should underlie state policy in the field of freight transport.
The authors emphasize that safety and environmental sustainability in transport are not auxiliary notions but strategic priorities of public administration.

The researchers view transport as a complex system that integrates technical, legal, environmental, and managerial factors. Therefore, ensuring safety in transportation requires not only technical control but also coordinated action among all actors of public administration — the state, business, local governments, and civic institutions.


Key Ideas of the Study

  1. Safety is a public value.
    It must not be sacrificed for economic expediency. Legislation should guarantee that human life and health remain an unconditional priority.
  2. Environmental responsibility as a legal obligation.
    Carriers and logistics operators must be held accountable for the environmental impact of their activities — not only emissions, but also waste management, noise, and soil or water pollution.
  3. Prevention instead of reaction.
    The authors propose a risk management model based on anticipating and preventing accidents and emergencies through systematic monitoring and the use of digital technologies.
  4. Integration with European standards.
    Ukraine should implement EU directives, ISO standards, and international environmental responsibility principles within its transport sector. This is the path toward a safe and competitive market.
  5. Partnership between the state and business.
    Safety cannot be ensured without mutual coordination. The article proposes mechanisms of public–private partnership to develop “green logistics corridors” and implement innovative safety technologies.

Scientific and Practical Significance

The research is interdisciplinary — combining public administration, environmental law, transport law, and sustainable development economics.
Its results can be applied to:

  • drafting amendments to transport and freight legislation;
  • forming a National Strategy for Safe and Environmentally Friendly Transport;
  • improving control over compliance with ecological standards;
  • developing educational programs in public administration and transport policy.

Conclusion

This publication represents an important step toward shaping a new paradigm of public administration in transport safety in Ukraine.
The authors remind us that road safety and environmental responsibility are not merely issues of regulation — they are signs of a civilized state.

Ukraine can and should become a model of a modern approach to transportation, where technology, law, and civic awareness unite under a single goal — to move forward without harming life or nature.
